Political and administrative structure

The government of the Commonwealth of Puerto Rico is republican in form, and its legislative, executive, and judicial branches, as established by this Constitution, shall be equally subordinate to the sovereignty of the people of Puerto Rico (Section 2 of the Constitution of Puerto Rico).

Puerto Rico is administratively divided into 78 municipalities. The municipality is the legal entity of local government, subordinate to the Constitution of Puerto Rico and its laws, whose purpose is the local common good and, within this, primarily the attention to the collective affairs, problems, and needs of its inhabitants. Each municipality has legal capacity independent and separate from the state government of Puerto Rico, with perpetual succession and legislative, administrative, and fiscal capacity in all matters of a municipal nature.

National parliament

Legislative Power is exercised by a bicameral Legislative Assembly composed of the Senate and the House of Representatives, whose members are elected by direct vote in each general election. The Senate shall consist of 27 senators and the House of Representatives of 51 representatives. Two senators are elected from each of the eight senatorial districts and one representative from each of the 40 representative districts. In addition, 11 senators and 11 representatives are elected by accumulation, that is, by nationwide vote among all voters.

Municipal government

The municipal government shall consist of the Legislative Branch and the Executive Branch. Executive Power shall be exercised by a mayor elected by direct vote of the voters of the corresponding municipality in each General Election or Special Election, as applicable, and legislative power shall be exercised by municipal legislators.

Duration of terms

The governor, members of the Legislative Assembly, and local government officials are elected for four-year terms.

Representation system

All elected officials are elected by simple majority.

Electoral constituency

For the purposes of electing members to the Legislative Assembly, Puerto Rico is divided into 8 senatorial districts and 40 representative districts. Each senatorial district elects 2 senators and each representative district elects 1 representative.

Electoral Justice

The Puerto Rico State Elections Commission (CEE) is responsible for planning, organizing, directing, and supervising electoral procedures that, in accordance with applicable state and federal laws, govern any voting to be held in Puerto Rico. All electoral events must be conducted within a framework of accessibility, efficiency, transparency, and timeliness appropriate to our times.
